Job Description Summary

Serves as the Chief Human Resources Officer for the university. Charged to establish and implement HR strategies that communicate and support Webster’s vision and mission. Advises the President and Provost/COO on institutional strategies to improve Webster’s organizational development, to increase Webster’s human resource capabilities that advance our mission, and to strengthen our institutional culture while overseeing all aspects of human resource management across Webster’s worldwide network. Oversees comprehensive employee services and programs that create and foster a productive, diverse, and inclusive environment in which university employees can work and thrive, with an emphasis on employee and career development and culture as the university maintains its standard as an employer of choice. Provides knowledgeable leadership to collaborate with senior leaders as we develop and implement university-wide policies and programs encompassing all aspects of human resource management and talent development. Collaborates with Provost/COO and University Secretary to function as university representative in employment-related mediation/litigation matters. Provides direction, supervision and development for all HR department staff. Provides administrative support to Board of Trustees Compensation Committee. Reports directly to the President with dotted line reporting to Provost/COO.

Minimum Qualifications

· Requires a master’s degree in human resources, management, business or a related field along with a minimum of 5 years of progressively responsible experience in the human resources field.

Functional/Technical Skills*

· Requires a thorough knowledge of human resource policies and procedures as well as related federal and state laws relating to all aspects of human resources.

· Prior experience managing and directing professional and support staff is necessary.

· Possesses computer literacy and working knowledge of data base systems and the University’s administrative systems and software.

· Demonstrated fact-finding, problem-solving and decision-making skills.

· Ability to analyze all types of data and make high-level recommendations.

· Excellent written and verbal communications and interpersonal skills.

· Demonstrated leadership skills and ability to work as a member of a team.

· Strength in employment and employee relations and related legal requirements.

· Experience leading organizations in positive new directions.

· Oversees and implements exemplary HR practices including, but not limited to, employee recruiting/hiring, onboarding, performance management, engagement, recognition and retention programs.

· An Extensive track record of forming highly effective internal and external relationships and collaborations.

· A track record of leading efficiency/process improvements, which resulted in heightened customer satisfaction.

Preferred Qualifications

· 10+ years of progressively responsible experience in the human resources field.

· A working knowledge of the culture, structure, change management and decision-making processes of higher education.

· Experience in settings that require coordination with professionals in multiple locations, including international.

Physical Demands
Essential Duties

· Regularly handles complex human resource matters, serving as an advisor to senior management while minimizing legal exposure on employment-related matters.

· In consultation with leadership, confers with legal counsel regarding complex human resources matters and matters involving potential or actual employment litigation. Serves as University representative in employment-related mediation/litigation matters.

· Develops and implements strategic human resource policies and programs with University-wide application. Communicates policies to employees throughout the University’s network of campuses.

· Ensures quality and effective operations of human resource systems, programs and processes.

· Serves as a forceful “champion” for fostering a culture of diversity and inclusion.

· Develops, implements, monitors and maintains procedures for departmental structure, job design, and systems to enhance delivery of services to multiple university constituencies.

· Directs the planning, design and implementation of employee welfare benefits and retirement plans, ensuring the University’s programs are competitive in the market place. Ensures compliance with all legal requirements of various employee benefit programs.

· Oversees the administration of the University’s workers’ compensation insurance program, administration of workers’ compensation claims, and management of reserves.

· Selects and manages consultants/brokers for employee benefit plans, compensation systems, retirement plans and other human resource activities.

· Consults with all levels of management, providing advice and direction regarding the full range of human resources programs, activities, laws and regulations.

· Designs and implements strategically-focused, competitive compensation and classification systems and programs. Consults with managers on effective organization structure and job design issues.

· Counsels managers on difficult employee situations regarding issues such as performance, EEO, and ADA. Advises management in involuntary termination situations.

· Conducts investigations of charges or allegations of harassment and/or discrimination. In consultation with leadership, interfaces with legal counsel with respect to the same. May represent University in processing of complaints and University defense before administrative or judicial proceedings. Advises employees and supervisors as a mediator for employee relations situations.

· Prepares and manages annual departmental operating budget and oversees annual staff compensation budget.

· Prepares data for Unemployment hearings and represents Webster University in those hearings.

· Routinely handles highly sensitive and confidential material and information and maintains the strictest level of confidentiality at all times.

· Chairs and serves on appropriate operational committees and is a member of the university administrative council and leadership team. Participates on other University task forces or committees as requested. Administrative liaison with Webster Staff Alliance Board.

· In collaboration with leadership, designs and implements strategically-focused competitive compensation.
